Market Analysis for Brownfield Opportunity Areas

We have conducted in-depth analysis of economic conditions and market trends for numerous upstate New York communities in association with the Brownfield Opportunity Areas (BOA) Program. The New York State BOA program provides municipalities with assistance to complete revitalization plans, or nomination studies, for areas affected by brownfield sites. The nominations must include a thorough description and analysis of existing conditions, issues, and opportunities in the proposed BOA and identify strategic sites that represent key reuse and redevelopment opportunities. An economic and market analysis is prepared during the planning process to ensure that future land uses in the study area are economically viable. Through the preparation of the nomination study, communities establish a pathway for revitalization and develop strategies to return vacant and underutilized properties back to productive use.

CITY OF OSWEGO, NEW YORK
Multi-Purpose Athletic and Civic/Community Facility Feasibility Study

In association with an architectural firm, E.M. Pemrick and Company was commissioned by the City of Oswego to assess the market demand and local need for a multi-purpose facility for sports, recreation, and events. The facility would be created through the redevelopment of a municipal recreational venue built in the late 1960s.

The scope of work for the market study consisted of: (1) Analysis of local market demographics and national trends in recreation and sports participation; (2) Surveys and interviews with local sports and recreational organizations, school and college officials, and youth groups; (3) An inventory and assessment of existing indoor sports, recreation, and events facilities; (4) Interviews with tourism and economic development representatives; and (5) Analysis of regional economic and market conditions, tourism activity, and the area’s ability to support large events such as regional tournaments and trade shows.

The tasks completed were aimed at determining who would use the facility; what characteristics, features, or amenities it should include; what facilities currently provide space for sports, recreation, and events; and what needs could be addressed by the multi‐purpose facility. Elements of the scope of work conducted by other project team members included the assessment of site conditions, development of alternative design concepts, construction cost estimating, recommendations for facility operations and management, and production of a final report documenting the findings and conclusions of the feasibility study.

TOWN OF CLAY, NEW YORK
Economic and Market Trends Analysis for Three Rivers Point BOA

The Town of Clay contracted with a project team that included E.M. Pemrick and Company to prepare a Brownfield Opportunity Area (BOA) Nomination Study for the historic Three Rivers Point area. The purpose of the study was to assess the potential for redevelopment of Three Rivers Point and adjacent former industrial lands. Located at the confluence of the Seneca, Oneida, and Oswego Rivers, the BOA properties provide an opportunity to establish public access that has long been a vision of the Town.

E.M. Pemrick and Company conducted a market study to identify opportunities for redevelopment in the BOA, consistent with the project objectives of encouraging water-dependent activities and developing projects enhanced by their proximity to the waterfront. In particular, we assessed the supply of and demand for waterfront dining and banquet facilities in the Clay market. The study highlighted a number of specific opportunities and offered recommendations that were then used to support the development of a land use plan for the BOA and a site design for Three Rivers Point, which is expected to serve as a catalyst for redevelopment in the rest of the BOA.
